Explains how proposal data (deliverables, WBS, labor, material etc.) is scheduled

When are Proposals Scheduled

When you create a proposal directly in this application the period of performance or program start and dates are copied down from the proposal, to the phases, to the WBS elements and then down to the estimates (labor, material, travel etc.).

When you create a proposal from a template, or as a copy of another proposal, the copied proposal data is scheduled, as explained below. Proposals are also rescheduled when you modify the proposal's period of performance in the SETUP tab, e.g. changing the start or end date.

Finally you can select to re-schedule a proposal anytime from the toolbar "more" button by selecting "Reschedule Proposal" from the menu. You should do this after modifying the start or finish dates for a proposal.

You can also re-schedule individual WBS elements and their estimates from the gear menu in the WBS table.

How are Proposals Scheduled

Proposals can be scheduled in several different ways depending on the "scheduling method" selected from the popup which comes when you reschedule your proposal (also set up in your project type). The following scheduling methods are supported:

  • Expand everything to period of performance expands every phase, WBS, task and estimate to co-incide with the proposal start and end dates, so that everything is starting and finishing on the same date. This is the default option if none is specified
  • Forward schedule based on start date offset shifts every phase, WBS, task and estimate forward or backwards based on the new vs. old proposal start dates. For example if the template proposal starts on 1/1/19 and the period of performance for a new proposal is 1/1/21 then everything in the template proposal (phases, WBS, estimates) should be moved forward two years from its orignal planned date. This preserves date relationships in the template or reference proposal
  • Backward schedule based on finish date offset shifts every phase, WBS, task and estimate forward or backwards based on the new vs. old proposal end dates. For example if the template proposal ended on 12/31/19 and the period of performance for a new proposal is 1/1/21-6/30/2024 then everything in the template proposal (phases, WBS, estimates) should be moved forward four and a half years from its orignal planned date. This preserves date relationships in the template or reference proposal
  • Expand/collapse tasks to fit the new period of performance, shifts every phase, WBS, task and estimate forward or backwards based on the new vs. old dates in proportion to the new vs. old duration or period of performance. For example if the template proposal starts on 1/1/19 and ends of 12/31/19 (one year) and the period of performance for a new proposal is 1/1/21 - 12/31/22 (two years) then everything in the template proposal should have start date moved forward two years (based on start date offset) and end date move forward two years + the duration of each task (based on the increased period of performance).
